PM Narendra Modi Launches Vehicle Scrappage Policy in India, to Begin from 2023

PM Narendra Modi Launches Vehicle Scrappage Policy in India, to Begin from 2023

PM Narendra Modi has launched the much awaited vehicle scrappage policy in India today. PM Modi launched the policy at the Gujarat Investor Summit and has requested youth & start-ups to join this programme. Vehicle scrapping will help phase out unfit and polluting vehicles in an environment friendly manner, he said. PM Modi also mentioned that the govt aims to create a viable circular economy and bring value for all stakeholders while being environmentally responsible.

In a tweet today, Narendra Modi mentioned - “The launch of Vehicle Scrappage Policy today is a significant milestone in India’s development journey. The Investor Summit in Gujarat for setting up vehicle scrapping infrastructure opens a new range of possibilities. I would request our youth & start-ups to join this programme."

Vehicle scrapping will help phase out unfit & polluting vehicles in an environment friendly manner. Our aim is to create a viable #circulareconomy & bring value for all stakeholders while being environmentally responsible.

The government expects to generate employment for about 35,000 people at vehicle fitness centres and scrapyards and a collective investment of Rs 10,000 crore. The vehicle fitness test cost will depend on the type of vehicle. For a personal vehicle, it will cost Rs 300-400, while for a commercial vehicle it could be Rs 1,000-1,500.

“We propose to scrap vehicles, which are 15 years and over, owned by the Central and state governments by April 2022," said Giridhar Aramane, secretary in the road transport and highways ministry. “From 2023 onwards, heavy commercial vehicles need to be scrapped if they do not conform to the fitness level prescribed under the rules. For personal vehicles, we plan to implement this from June 2024 onwards."

On the other hand, the vehicle scrappage policy is likely to give a major boost to the metal recycling business, said Grant Thornton Bharat. The report also said that the policy is likely to affect major changes in the Indian automotive industry.

“Be it generating employment, reducing pollution, or accelerating demands for electric vehicles, the policy proves to be a win-win situation for the auto industry and various other stakeholders," the report said.

The policy mandates that passenger vehicles older than 15 years and commercial vehicles older than 20 years will have to be scrapped mandatorily if they fail fitness and emission tests. Moreover, the policy is likely to positively impact the sales of new cars and pave way for more opportunities for the Indian auto sector.

Concepts of insurance have been extended beyond the coverage of tangible asset. Now the risk of losses due to sudden changes in currency exchange rates, political disturbance, negligence and liability for the damages can also be covered.

But if a person thoughtfully invests in insurance for his property prior to any unexpected contingency then he will be suitably compensated for his loss as soon as the extent of damage is ascertained.

The entry of the State Bank of India with its proposal of bank assurance brings a new dynamics in the game. The collective experience of the other countries in Asia has already deregulated their markets and has allowed foreign companies to participate. If the experience of the other countries is any guide, the dominance of the Life Insurance Corporation and the General Insurance Corporation is not going to disappear any time soon.

“One of the key opportunities that will emerge from the vehicle scrappage policy will be for the metal recycling business. It will also to an extent reduce the cost of production. Steel is a crucial component for automobile manufacturers, and its price has been growing up to almost 30 per cent in the last six months," said Saket Mehra, Partner and Automotive Sector Leader, Grant Thornton Bharat.

“If you were to recycle the material and use the same for manufacturing, to an extent the prices will get rationalised. This is one of the biggest advantages. However, to what extent the price reduction will benefit the customer remains to be seen. At least to a certain point, there would be an impact on the lowering of the cost of production."

As the Nation celebrates Azadi ka Amrit Mahotsav |Get Certificate From Government

As the Nation celebrates Azadi ka Amrit Mahotsav |Get Certificate From Government

Government “negotiation” could have devastating consequences for Medicare enrollees

Some members of Congress are considering significant changes to Medicare that could have a devastating effect on millions of Americans. Proponents call these changes government “negotiation,” but what they are actually proposing is anything but that. These politicians want to repeal a key provision of the Medicare Part D program that protects robust coverage and access to medicines for seniors and people with disabilities.

Seniors and people with disabilities have robust access to medicines in Medicare Part D due in large part to a protection known as the “noninterference clause.” The noninterference clause prohibits the Secretary of Health and Human Services from interfering in the private negotiations – which already occur in Medicare Part D – between pharmaceutical manufacturers and Part D insurance plans or pharmacy benefit managers (PBMs). Unfortunately, some in Congress want to repeal this important element of Part D. Without this protection, government “negotiations” could directly and negatively impact access to lifesaving medicines for patients.

Independent analysis by the Congressional Budget Office has repeatedly found that repealing the noninterference clause and permitting government “negotiation” in Part D could save money only if we also introduce other government restrictions on the choice of and access to medicines that people with Medicare have today.
banner.1e1cfadd
This is a tradeoff Americans do not support.

Recent Morning Consult/PhRMA polling data reveal that voters want to get a better deal on medicines with lower costs at the pharmacy counter, but they do not want to sacrifice access or innovation. Key themes include:

More than 90% of seniors are very satisfied with their Part D prescription drug coverage, and patients want to ensure they can keep that level of access to medicines prescribed by their doctors.

65% oppose changing the law in Medicare to allow the government to restrict access to medicines for seniors and people with disabilities in order to save money for the federal government – including 57% of Democrats and 75% of Republicans.

51% say we should keep the law that prohibits government interference in Medicare plans’ negotiations.

According to the Kaiser Family Foundation, 66% of Americans oppose negotiation if it could lead to less research and development of new medicines, and 67% of Americans oppose it if it means Medicare might not cover some prescription medicines.

Instead of repealing important protections, we need to take a holistic approach to lowering what people pay out of pocket for medicines and ensuring Americans have access to the treatments their doctors prescribe. We have to lower what patients pay for their medicines AND make sure patients are getting the medicines they need. There’s a way to do both, but government “negotiation” isn’t it.
